North Korea - second test ?

North Korea might be planning to test a second nuclear weapon !! Read this CNN news and wonder what kind of regime this is ?
The security council slaps some sort of weak sanctions against it and what does not North Korea do ? It declares that sanctions are actually a declaration of war against the North Korean state, and then moves towards a second nuclear test. Maybe it is testing the world community - China and Russia will save it from a stiff sanctions regime, and when the world will ban some more luxury goods into North Korea, the ‘Dear Leader’ will laugh and declare that essentially he can go ahead and do what he wants with the world standing by and watching; maybe they will plead with him not to go ahead.
North Korea has already ignored China’s earlier requests to not go ahead with the first test, and even after the Chinese have lost face (due to North Korea ignoring them), they are still waiting and watching. I think their number one priority is to prevent any kind of breakdown of the state so that they do not have to deal with refugees on a large scale.
What they are ignoring is the consequences of their inaction - The US will get more involved in the area, Japan will get more serious about enhancing its military might, and South Korea will have to enhance its defences. None of these will be to the liking of the Chinese politburo, but maybe they are in a position where they actually do not have much influence with North Korea.
